Bag fold inquiry

I was trying to do this in sheetmetal using the bend but i dont think is possible. How would you do the fold?
The outer bag is 29.375 L X 20.75 W. The inner bag is 16.5 L X 14 W. There is a hem at the ends. Maybe create a curve and a sweep.
