Sounds like that is a R19 file. If you open the file in wordpad and scroll down a bit, somewhere around line 50 you see some jiberish which will tell you the version here is a sample clip from that line.
-UpdateVersion-StreamBlock-SafeEarlyBlock-StrongEarly&V5R18SP7HF0 built on 10-09-2008.18.
Let me know what version file it is. and which version of CATIA you are using.

Anuj seems right that maybe the file is in higher version than the one you are using. Another is maybe file is invalid naming and or file link cannot be found, and another thing the file is being corrupted.
Not so sure but possible reasons on why you cannot access your file that you wanted to open.
i was oppened this file in notepad, and in line 50 i have this., if this number version?
i dont know what version this file, i just copy from other pc in my office not view what version using.
Here is a little trick.
There is a way to show the Catia V5 Release Number 14/16/17 and client's environment name on the toolbar? I use this is have visibility when working with several versions..
Browse to your Catia installation folder, e.g.
...\Dassault Systemes\B17\intel_a\resources\msgcatalog\ and look for a file named "CATIA.CATNls". Open that with Wordpad and locate the parameter
ApplicationFrame.Title = "CATIA V5";
Add the version number, e.g. "CATIA V5 R19"; save the file and restart Catia. Works perfectly
I was edit file in notpad but after i restart catia its not running and show error indication again.
