Namely, the type of composite material, the production volume and the form accuracy required.
You can build molds with just about any material. Hard tooling from aluminum and P20 for instance, soft tools from fiberglass, dense foam, 3D printing... but then comes the volumes required and amortization of actual tool costs. Difference in thermal expansion (CTE) also play a huge role in final form and tolerance, which may push one to a more expensive tool material by necessity.
