Okay, this is not an easy task but you have many options:
Option 1: You need 3 projection of the wheel arch: front, top and side views to be modeled using Autodesk inventor or Solid works or CATIA or other CAD/CAM software.

Option 3: you can use any local 3D scanning service provider to make the 3D model of your Arch
