need some one who can create surfaces from STL File
need to crate concept surface from blender files

Give our InStep Studio application a try: https://www.solveering.com/instep/instep.aspx. You can import the file, modify it and then create a NURBS based STEP file from it - and you get to choose the resolution or even fully define where/how to create the NURBS patches (check out the tutorials and watch the YouTube videos)...

Figured I'd upload an example. This was done quite quickly (<5min) so it is a bit 'rough'... I would need to know the purpose to provide a better resolution or (likely) use the Slicing approach to generate different cross sections and then sweep them... but anyway, attached output from InStep Studio's Surfacing option.
