STEP files are far from generic. All current versions of the STEP specification will include appearances (colors). However in the case of protocol AP203 (the oldest) you must be using edition 2 for colors to be included.
The other protocols, AP214 and AP242 definitely include colors. AP242 also includes tolerances, dimensions, materials, etc. This model based definition (MBD) is intended to allow the STEP file to replace all existing paper documentation for the CAD model. Not all CAD systems generate this data when creating a STEP file. Most include the color in a RGB format.
Make sure you are using AP203 edition 2 or later.
